Ashley Hong is an attorney whose practices encompasses land use, environmental law, and municipal law, with experience in both transactional and litigation matters. She advises clients on project entitlements, environmental review, regulatory compliance, and public agency governance.

Before joining the firm, Ashley represented cities, special districts, and joint powers authorities throughout California. Her practice there included municipal litigation, as well as transactional matters involving contract negotiation, public works procurement, Public Records Act, Brown Meeting Act, labor and employment, and real property issues. She also drafted ordinances, resolutions, and policy updates to help local agencies navigate evolving statutory and regulatory frameworks.

Ashley earned her J.D. from the University of the Pacific, McGeorge School of Law, graduating with distinction and completing a concentration in Capital Lawyering. While in law school, she served as a judicial extern to the Honorable Dennis M. Cota of the United States District Court, Eastern District of California. In that role, she assisted in drafting judicial opinions and rulings on a variety of matters, including Section 1983 civil rights claims and Social Security disability cases.

Ashley worked with the California Manufacturers & Technology Association (“CMTA”) while attending law school as an evening student. Over the course of more than five years, she provided legal and policy analysis on statewide legislation and regulatory proposals impacting California’s manufacturing sector. Her work covered a broad range of issue areas, including economic development, environmental quality, labor and employment, water, energy, agriculture, and air quality.
